Rudolph v. Daley appeals from an order of the State Civil Service Commission (Commission) which denied his request for a hearing on the alleged discriminatory pay scale of Daleys employer, the Fayette County Housing Authority (Authority). The Commission denied Daleys request for a hearing on the basis that the Commission lacks jurisdiction due to an agreement between the Authority and Commission stating that "the compensation of all Authority employees shall be determined by the Authority." We reverse.
